Section 1. Adoption.

Public health. safety and welfare will be promoted by the adoption of this Ordinance codified in this chapter, licensing, regulating, and controlling prostitution within the County, and prohibiting any prostitution within the County except as conducted in accordance with the provisions of such Ordinance.
