Yesterday I e-mailed Geoff Arnold, President of the Nevada Brothel Association, about this tax and got the following response :

The text of the various bills keeps changing every few hours, every day. There is a Senate version and a House version, although, last I heard yesterday was that the brothels were treated the same in both versions.
I'm not up on what has been posted on the net yet, but the idea is that the brothels would charge a "deemed" admission charge only for the guys who party. The "entertainment tax" at 10% would be applied to the portion of the party deemed to be admission.
Although it hasn't been finalized, as it stands now, the tax would be 10% of $40 or $4 per party at the major brothels, and half that at the "country" brothels.
The difference is because the country brothels are inherently not as profitable as the majors, and also the average price per party at the smaller houses is significantly less than at the larger places.
Of course, this all requires the approval of the brothels, and nothing has been discussed with them yet. Only a few of the places in daily contact with George Flint at the legislature have a clue to the constantly changing possibilities.

I have carefully read the Las Vegas SUN article and Mr. Arnold's e-mail message and think I can narrow down this proposed tax to the following :
A tax charge of $4 will be paid for each party done at a large, urban brothel, and $2 for each party at a small, rural brothel.
The rest is just the details. Ultimately the charge always comes out of the customer's pocket, and although I in principle don't approve of this tax I am not about to quibble over a measly $2 or $4 expenditure.
I can't see the brothels forcing customers to pay $2 or $4 for a failed negotiation, only for a successful negotiation. We shall see.
The $20 or $40 admission charge is purely an accounting artifact created so that the 10 percent Nevada live entertainment tax can be formally applied - there will be no actual $20 or $40 admission charge, or there need not be one unless some of the brothels decide otherwise.
George Flint says that there were around 600,000 customer visits to legal Nevada brothels last year, so this tax would grant the state of Nevada $2.5 million a year. This seems high to me, but if this tax does go through then in the future we will have a measure of just how many parties do happen throughout the state every year. I predict that it is much lower than the 0.6 million per year that Flint estimates.
Flint also waxes enthusiastic about the additional revenue the state will gain from taxes on drinks and souvenirs in the brothels. He broadcasts the notion that the state of Nevada directly making money off of legal prostitution will make it harder to kill. I don't have a good feel for this, but suspect that any positive impact it will have with the Nevada state legislature will be minimal compared to the effect the brothel money has with county sheriffs and commissioners.
It is obvious from Geoff Arnold's e-mail message that this tax is still extremely tentative, and that comprehensive feedback from the brothel owners across the state has yet to be sought. Again, we shall see.
