Arnold Schwarzenegger will probably take the oath of office around the middle of next month (November). The next month, December, he will have to offer the California legislature a balanced budget. Do you think he can devise a balanced budget, in only one month, without raising taxes and without cutting spending programs so severely that he alienates his own Republican base?
