I-15 Project NEON
Cost Estimate: $543 million
Schedule: The anticipated "begin construction" date is October 1, 2008
Project Website: none yet known
Project NEON is driven by the significant population growth in the Las Vegas Valley, estimated to increase by approximately 60 percent from 2003 to 2030. This growth will increase traffic volumes and place significant demand on the I-15 Corridor and connections to U.S. 95. Currently, I-15 is experiencing significant operational problem and with the projected increase in traffic volumes the problems will continue to get worse resulting in travel time delays, congestion of adjacent routes and safety concerns. The City of Las Vegas is currently promoting the redevelopment of the downtown area adjacent to section of the I-15 corridor, which will attract more traffic into the area. Project NEON is currently in the early stages of an Environmental Impact Statement and we are actively meeting with the public and key stakeholders in an effort to provide solutions that meet the expectations of the traveling public, as well as the people that live and work within the project area.

Las Vegas BeltwayGo to the official Bruce Woodbury (Las Vegas) Beltway website
Who the hell is Bruce Woodbury? And what/where is the Bruce Woodbury Beltway?
He's some local "public servant" the local politicos "saw fit" to honor by changing the "official name" of this road from the instantly recognizable name "Las Vegas Beltway" to the obscure "Bruce Woodbury Beltway". The last time I looked, they hadn't changed the name of the city this highway runs around. Whether or not Mr. Woodbury is deserving of such an honor, it makes much more sense for major highways to not have such politically bestowed designations, as they usually only serve to confuse out-of-town visitors (of which the Las Vegas area has more than its share). Also, way too many of the people so "honored" around this country are in no way deserving of any such recognition. Oh well, at least Nevadans don't improperly refer to freeways as "expressways", like they do in many other (ignorant) places around the country.
So to prevent confusion, I am going to stick with the original name of this highway, and only call it the Las Vegas Beltway in the rest of these pages. Now, on to the confusion over the Beltway's numeric route designations.
I-215 vs C.R. 215 - What's the difference?
The Las Vegas Beltway project was undertaken by Clark County's Department of Public Works in response to the rapid population growth in the Las Vegas Valley. As I pointed out above, it is now officially been renamed the Bruce Woodbury Beltway, by a self-seving local politician (who isn't even dead yet, and even worse, is still serving in office) and his cronies. Because of this blatent violation of naming custom, which is usually reserved for deceased folks genuinely worthy of such an honor, most people rightly ignore this ostentatious name and just call it the Beltway. The highway was funded 100% locally rather than under the 90% Federal / 10% State+Local money formula common for Interstate routes. This approach was chosen because the local powers that be came to the conclusion that the Valley couldn't afford the delays and red tape inherent in gaining bureaucratic approvals for new Interstate mileage. It also allowed for sections of the highway to be built as temporary expressways, non-freeway roads, and/or frontage roads that could later be upgraded to full freeway status as the subsequent growth of adjacent areas dictated. A very small portion of the route (that from I-15 to just south of McCarran International Airport) pre-dated the overall Beltway project and was built with partial Federal funding. This section was later incorporated into the Beltway proposal and the Feds subsequently agreed to allow it to be extended as I-215 all the way to I-515 in Henderson. But the semi-circular portion of highway 215 located entirely to the west of I-15 is designated a County Route (C.R.) and is not yet an official part of the Interstate System. Once all sections of C.R. 215 are upgraded to full freeway status, which is not expected until around 2013, the entire beltway route is then expected to be legally designated and signed as I-215.
I-215: Las Vegas Beltway (Interstate Highway portion)
The only section of the overall beltway which currently carries an Interstate Highway designation and displays the I-215 shield is that which lies to the east of I-15. Beginning at I-515 in Henderson and running to the I-15 "Fishbowl" interchange just southwest of McCarran International Airport, this portion is now complete, including the recently finished I-515 interchange area. However, there will still be some construction activity on I-215 from time to time, as evidenced by the 2006 project to add additional lanes to the freeway between Pecos & Stephanie.

Beltway: I-215/I-515 Junction
The I-215/I-515 interchange project has been completed. The first new ramp, carrying traffic from NB I-515 (as well as the multiplexed U.S. 93 & U.S. 95) to the WB Beltway (I-215), opened on April 26, 2005. The other new, permanent ramps at this interchange opened to traffic one by one, with the final one debuting in late 2005. Final landscaping was completed in the Spring of 2006. Please note that Nevada S.R. 564 east of I-515, the former Lake Mead Drive, has been renamed as Lake Mead Parkway by officials of the city of Henderson and their counterparts representing Clark County. This was done to better prevent confusion between this road and Lake Mead Boulevard, which runs through the city of Las Vegas.
This interchange has become known as the "Henderson Spaghetti Bowl" (the metro area's original Spaghetti Bowl is the junction of I-15, I-515, U.S. 93, and U.S. 95 in downtown Las Vegas). It appears that tradition demands such an unofficial nickname for almost all the major freeway interchanges in town. These are then used by local motorists, traffic reporters, and newspaper columists. Also please note that most folks in town incorrectly refer to the I-515 freeway as "U.S. 95" instead of using its official designation. While both United States Highways 93 and 95 are currently multiplexed (and cosigned) on this particular freeway for its entire length, and pre-date the interstate designation, Interstate 515 is the correct and legal title.

Beltway: Widen I-215 in Henderson
Cost Estimate: $7.9 million
Construction Started: December 5, 2005
Completed: Summer 2006
Project Description:
Add two additional mixed-use travel lanes (one each direction) and one auxiliary lane (each direction) between all interchanges.
Commentary:
This project eliminated a major choke point for eastbound motorists, where thru traffic had to squeeze down to only two lanes (from three) at the Pecos / St. Rose exit ramp. From that point east, the Beltway was initially built with only four lanes (two each way) since it had to transition to/from the former Lake Mead Drive at various points during the freeway's incremental eastward extension over the last six years. Highway officials felt this narrowing helped slow traffic before it hit the surface street, which was also only four lanes wide. Now that all remaining mileage has finally been converted into a freeway, completion of this project insured that there are at least three through lanes in each direction on the entire I-215 portion of the Beltway.
By the way, what now remains of Lake Mead Drive - east of the Beltway beyond I-515 - has been renamed as Lake Mead Parkway (and is designated as Nevada S.R. 564). All of the original Lake Mead Drive from of Pecos Rd west to I-15 was renamed as St. Rose Parkway in 2000 (but retained its old S.R. 146 designation, which now has its eastern terminus at I-215).

I-515 Corridor Study
| I-515 Corridor Study: Study potential future enhancements to the I-515 Freeway |
The I-515 corridor study is a long term project to examine the future needs of this busy freeway through the central and eastern valley. The study limits are the current northern and southern termini of the Interstate Highway itself: the I-15 / U.S. 93 / U.S. 95 Spaghetti Bowl traffic interchange in downtown Las Vegas and the Foothills Drive grade separation in Henderson (which is also the northern limit of the U.S. 93 Boulder City Bypass project), respectively.
