U.S. 395 Northbound Project| U.S. 395 Freeway (I-580): Rebuild/Widen Northbound Freeway between Moana Ln & I-80 |
This huge $70-80 million project will involve the reconstruction and widening of the northbound lanes of the U.S. 395 Freeway (future I-580) between the Moana Lane on-ramp and Interstate 80 (the Reno/Sparks "Spaghetti Bowl" interchange). It will also involve all traffic interchange ramps and bridges in this 2.87 mile-long section of Reno's north-south freeway. When complete, there will be a minimum of four lanes for northbound traffic through this area. There will also be separate exit points for eastbound I-80 (#58A) and westbound I-80 (#58B). This project is currently slated to begin fast-track construction in February 2010. Major construction will conclude in the Fall of 2011, with project landscaping and other minor detail work continuing until final completion of this project in the 2nd Quarter of 2012.

Now that construction has begun on the southern interchange (Bowers Mansion Rd - Nevada 429), there will be occassional disruptions and/or restrictions to traffic relating to construction of this freeway along the existing route of U.S. 395 between Reno and Carson City. Be alert for workers and equipment on the adjacent sections of existing U.S. 395 in the area of this already dangerous intersection. Please SLOW DOWN and "Give 'em a break!"
Also, please note that the northern interchage at the Mt. Rose Highway (Nevada S.R. 431) is also under construction. Though it does not directly affect those traveling between Reno and Carson City along existing U.S. 395 (unless they miss exit #57 at South Virginia St), those using that road should be aware of this work zone (and the fact that this interchange is a major point for construction equipment entering exiting the north end of the freeway project's alignment).
This 8.5-mile, $657 million project is now scheduled to be opened to traffic by mid-2012. It is the costliest highway segment ever built in northern Nevada, in part due to the mountainous terrain, but also since it has to cross a major geothermal field (just southwest of Tahoe Junction near Steamboat). Once this freeway opens, U.S. 395 will be rerouted to use it; its existing route over the Carson-Reno Highway will then be resigned as Nevada S.R. 430. Interstate shields marking this freeway route as I-580 may not be erected immediately upon its opening; however, as the entire freeway must also be signed all the way north to I-80 in Reno and south to U.S. 50 in Carson City. It is anticipated that Nevada DOT will bid that signage project out as a separate contract once that time nears.
Construction on Phase 1 of this project began in late 2003. This initial $80+ million contract included construction of two of the project's five main bridges, most frontage and permenent local access roads (all of which are now open to traffic and also double as construction access routes), and two overpasses bridging surface roads. One of this phase's two major bridge spans has been completed (Browns Creek Bridge) and the other is now taking shape. Both can clearly be seen (during daylight hours & in good weather) from the current route of U.S. 395 along the Carson-Reno Highway near Washoe Hill. The overpasses have also been completed, one of these (on Parker Ranch Rd - the former Joy Ranch Rd) being highly visible from Washoe City.
The signature structure of this freeway is the spectacular Galena Creek Bridge, which is portrayed in the project's logo (see above). This concrete cathedreal arch bridge, to be the largest of its type in the world, will have a total span of 1,719 feet and will soar 302 feet above the creek on the canyon floor below. Along with three of the other major spans in this project, the Galena Creek Bridge will feature a fixed, automated anti-icing system. This will allow for much safer travel over these bridges during the winter weather season.
Phase 2 originally got underway in late 2005. Tasks in this $270+ million package consist of earthwork for the actual roadway grade, construction of the traffic interchanges at either end of the project, three additional bridges, roadway paving, and all other things (e.g., drainage improvements, retaining walls, signage, final landscaping) necessary to ready this freeway corridor for the traveling public.
Galena Creek Bridge dispute delays entire project
Work on the bridge and all remaining elements from both original phases resumed in early 2007. As a result of this significant delay, the entire project's completion date has now been pushed back to mid-2012. As of late 2009, construction of the Galena Creek Bridge is now well underway, with one main arch in place and the other rapidly taking shape.
Construction was halted in early 2006 on the $657 million I-580 Freeway extention through the Steamboat Hills due to a dispute between the Nevada Department of Transportation (NDOT) and Edward Kraemer & Sons, Inc. (Kraemer), one of the project's principal contractors. The problem arose when the Kraemer claimed that the design of the signature Galena Creek Bridge was not adequate to support continued construction of that struture in high wind situations. Piers for the $45 million bridge, to be the highest such roadway bridge wholly within the state of Nevada, were being built when the Kraemer claimed to discover flaws in the engineering that might compromise the structure during construction of its main arch. In May 2006, the contract for construction that structure was terminated by mutual agreement between NDOT and Kraemer. NDOT had to rebid the uncompleted portions of the original Phase 1 contract, and decided to combine that work into a single contract also covering the remaining tasks from original Phase 2. Bids were advertised and a new contractor was finally announced in November 2006.

Phase 1 of the Carson City Freeway opened to traffic on Thursday, February 16, 2006. Since this partially completed freeway was signed as mainline U.S. 395 by Nevada's Department of Transportation, there were several immediate repercussions at that time for various surface streets in Carson City:
The 2006 section of new freeway (Phase 1) runs between the north end of Carson Street (near the foot of Lakeview Hill) and E. William Street (U.S. 50), a distance of just over 3 miles. The second section (Phase 2A) opened in September 2009 and runs for a little over 2 miles between William Street and Fairview Drive. From north to south, here is a list of the traffic interchanges on the open sections of the freeway:
Both exit 41 (College Parkway) and exit 39 (William St) are single point urban interchanges - commonly referred to as SPUIs (and pronounced SPOO-ee). This relatively new form of traffic interchange features a common focal point for all left-turn movements between the ramps and the surface street, allowing a single stoplight to control traffic. It also cuts the number of required traffic signal phases from four to three, allowing for more efficient movement of vehicles. And since motorists turning left in opposite directions at a SPUI pass to the left of each other, this design eliminates the potential for gridlock often seen at traditional two-signal diamond interchanges (where drivers waiting to turn left onto a freeway sometimes get interlocked because they must remain to the right of those bound for the opposite travel direction).
Please note that until Phase 2B is opened, only the northern half of the Fairview Drive interchange (#37) will be available (both of the NB on-ramps & the mandatory SB off-ramp).
It is unclear at this time what Nevada DOT has done as far as shielding the recently opened Phase 2A section of the freeway between William St and Fairview Dr. Since they chose to sign Phase 1 as mainline U.S. 395, they may have done the same when this section opened. Of course, then Fairview Drive (which untin now has had NO state highway designation at all) whould have to become U.S.395 in order to carry that route west to Carson St. That would have the advantage of allowing 395 traffic to completely bypass the state capitol district in central Carson City, but Business Route 395 would then have to be extended south on Carson St from William to Fairview to maintain continuity. They could also reroute U.S. 50 at the same time for the same reason, but would then have to reshield William between the freeway and Carson as either Nevada S.R. 530 (its current legal designation) or as a new "Business Roue 50". But either of those two options likely would cause much more confusion for motorists. Perhaps they've just kept the current multiplex of 50 & 395 from the freeway along William and Carson and designated the Phase 2A mileage as "Temporary" 395 (or not given it any shield for now). I'll try and chack with NDOT and/or local residents to determine what has actually been done there.
Phase 2B
The final portion of the Carson City Freeway project, scheduled to begin when the required $147 million to $200 million in funding becomes available, will construct about 3.73 miles of 4-lane freeway between Fairview Drive and the existing U.S. 50 expressway (Spooner Summit Highway) which carries traffic west from U.S. 395 at S. Carson Street toward Lake Tahoe. The south portions of the interchange at Fairview will be completed and from there the alignment will run south to parallel S. Edmonds Drive just to the west of that local arterial. Colorado Street will lose its access to Edmonds, but the freeway alignment will pass under Koontz Lane and Clearview Drive. Just south of Clearview, the new road will curve to the west and pass under Snyder Avenue near Silver Sage Drive (which will be terminated on either side of the freeway). From there, the route will pass over S. Carson St a few yards south of its current signalized intersection with the Spooner Summit Hwy (which takes U.S. 50 west toward Lake Tahoe via Clear Creek Canyon). A SPUI interchange will be built here, as future U.S. 395 traffic will exit/enter the freeway using the ramps, while through traffic will continue seamlessly onto & off of the existing U.S. 50 expressway.
Final construction and completion of this phase is now expected to occur between 2012 and 2016, depending upon funding, with some preliminary work taking place from 2010 to 2012. Once open, both U.S. highways in town will be routed onto the completed Carson City Freeway. It is now unclear if Business Route 395 will be extended south along Carson Street of if that whole street will be resigned as Nevada S.R. 529 (its existing legal designation). But E. William Street between Carson and the freeway is expected to be resigned with its current legal designation of S.R. 530 - unless Nevada DOT decides to make it Business Route 50 instead.
Either way, the Carson City Freeway itself will then also be designated as the southernmost portion of Interstate Highway 580, as the now-missing link in the Steamboat Hills between Tahoe Junction and Winters Ranch will have been completed and opened long before then. This will finally result in a full freeway route between I-80 just east of downtown Reno and the south side of the Silver State's capital in Carson City. Though U.S. 395 will be co-signed for its entire length (and U.S. 50 as well, for the short stretch between S. Carson St and E. William St), the full route will legally be designated as I-580. That's why you see the I-580 shield in this project's logo, though officially it must remain only the "U.S. 395 Freeway" until completion of Phase 2B in Carson City and the aforementioned Stramboat Hills section.
